APR 2 0 1983 � ?����V <br />St. Edward's School, but not to exceed $1,250; <br />the funds to come out of the Road & Bridge <br />Materials account. <br />DISCUSSION RE CITY/COUNTY WORKSHOP ON THE PROBLEM OF <br />VAGRANTS AND ALCOHOLICS <br />Sharandee Runge, Chairman of the Committee on Vagrancy <br />and Alcoholism, addressed the Board and explained the great <br />need for a detoxification facility and a shelter for the <br />homeless in Indian River County. She urged the <br />Commissioners to read the report that was presented to the <br />Vero Beach City Council on April 5, 1983, and authorize a <br />city/county workshop on the problem of vagrancy and <br />alcoholism. <br />Mrs. Runge explained that this committee was formed fn <br />response to growing public concern after a stabbing took <br />place in Pocahontas Park. The Committee since has conducted <br />five public meetings and traveled to various locations in <br />and around the county to determine the scope of the problem <br />and the resources available to deal with it. They took into <br />consideration the problem of separating the vagrants from <br />the alcoholics and tried to determine both short term and <br />long term solutions. <br />The Committee is recommending as a short term solution <br />that a detoxification center be established in the Vero <br />Beach area for the explicit purpose of treating the <br />indigenous inebriates. On a long term basis, they are <br />recommending the development of the Alco -Hope program, which <br />is the only proposed long-term project in this area aimed at <br />rehabilitating alcoholics, and also has the goal of <br />eventually becoming self-supporting. <br />She continued that the Committee had rejected the <br />Indian River Primary Alcohol Receiving Center in Ft. Pierce <br />as a possible solution as a detoxification center because it <br />26 <br />
