RIGHT-OF-WAY ACQUISITION - 16TH STREET PROJECT <br />Public Works Director Davis reviewed the following memo <br />in detail: <br />TO: The Honorable McTbers of the DATE: April 12, 1983 FILE: <br />Board of County Commissioners <br />THRU: Michael Wright, <br />County Administrator <br />SUBJECT:Right-of-Way Acquisition - <br />16th Street Project <br />FROM: James W. Davis, P.E. ,REFERENCES: <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />As approved by the Transportation Planning Comnittee and the Board of County <br />Commissioners, the 16th Street Traffic and Pedestrian Improvement Plan contains <br />an 8' wide bicycle path along the north side of 16th Street from U.S. Highway 1 <br />to 29th Avenue where it connects with an existing 5' wide sidewalk. The Florida <br />D.O.T. has committed $37,000 to fund the portion of the path from 29th Avenue <br />to 20th Avenue (See attached 5 year plan) in its 1982/83 F.Y. Budget. To <br />accomplish the construction of the bikepath and road improvements, it is <br />necessary to acquire an additional 10' width of right -of --way from 29th Avenue <br />to 20th Avenue along 16th Street. The Tax Assessor's office has assisted the <br />County staff in assessing the cost of 16th Street right-of-way at $65,000 and <br />for 12th Street right-of-way at $7,500. <br />At the present time, a small area of right-of-way south of 12th Street east <br />of 20th Avenue has questionable ownership. A title search is being performed <br />on this area. All right-of-way acquisition is estimated to cost approximately <br />$90,000, based upon assessment figures. If condemnation is required, additional <br />legal costs, etc., associated with condemnation would- 1 <br />PP Y. <br />ALTERNATIVES AND ANALYSIS <br />Prior to finalizing a reccmmndation to the Board of County Consnissioners on <br />right-of-way acquisition, staff considered various options to provide a pedestrian/ <br />bikeway facility. The, options considered and associated data are contained <br />on the attached chart. The least expensive option after considering D.O.T. <br />participation is Alternative # 1 whereby the original proposal to acquire 10 <br />p ' <br />of right-of-way along the north. This option has been endorsed by the <br />Transportation Planning Committee. <br />After construction, four (4) houses will be relatively close to the bikepath. <br />RECOMMATION AND FUNDING <br />It is recommended that staff be authorized to begin right-of-way acquisition <br />to implement Alternative No. 1 whereby the County would acquire 10' of additional <br />right-of-way along the north side of 16th Street. Also, acquisition along a <br />332' section of 12th Street and if necessary, east of 20th Avenue south of 12th <br />Street, must be approved. <br />Funding to be from the 80% of the Second Gas Tax, current balance is approximately <br />$4.4 million. <br />41 <br />-APR 2 01g83 baox to pacE �9 <br />
