Q <br />1) County Beach Park <br />2) F.I.T. Oceanographic Laboratory Facility <br />The Atlantic Ocean abuts the subject property on the east and to <br />the north of the property lies an existing single-family <br />subdivision, zoned R-lA by the Town of Indian River Shore's. To <br />the south of the property is vacant land within the Vero Beach <br />City limits. The City zoning for this property is C-lA, <br />Commercial District - Restricted Retail. Directly to the west of <br />the property are the.following uses: <br />1) 7-11 convenience store w/gasoline islands <br />2) Eckerd Drug Store <br />3) Pebble Beach Villas (a multiple -family residential <br />development). <br />Future Land Use Pattern- The subject property is designated as <br />"Park" use in the Indian River County Comprehensive Plan. The <br />proposed zoning to R-lA, Single -Family District is in conformance <br />with the plan. Parks are a permitted use in the R-lA District <br />and schools are permitted as a special exception use after site <br />plan approval. <br />The Indian River Shores Comprehensive Plan designates the <br />surrounding areas as "Commercial," "Moderate Density Residential" <br />(maximum of 6 units/acre), and "Low Density Residential" (maximum <br />of 2.9 units/acre). <br />The City of Vero Beach's Comprehensive Plan designates its <br />surrounding area as Tourist Commercial. The proposed zoning and <br />existing uses are complementary with both municipalities' plans. <br />Roads/Traffic The proposed zoning to R-lA, Single -Family <br />District will not affect the existing uses of the property, thus <br />no traffic impacts are expected as a result of the zoning <br />designation. <br />"Environment - A portion of the subject property is located within <br />the Coastal High Hazard Zone (V12, el 12) and the Flood Hazard <br />Zone (A10, el 9) as designated on the Flood Insurance Rate Map. <br />The property is not designated as environmentally sensitive on <br />the future land use map; however, a portion of the property is <br />located within the coastal construction setback line. No adverse <br />impacts to the dune system are expected as a result of the zoning <br />designation. <br />RECOMMENDATION <br />Based upon the above analysis, staff recommends approval of the <br />zoning designation of R-lA, Single -Family District to the subject <br />property. <br />Commissioner Wodtke asked if there is a reason for the R-lA <br />zoning over any other, and Mr. Challacombe stated that the R-lA <br />is the only zoning which permits both schools and parks, and they <br />wished to make it very clear that both uses were permitted. <br />Commissioner Wodtke asked if we can't zone the portion meant <br />for park use "Park." <br />but a public park. <br />1 Ito •� <br />He noted that it can't be used for anything <br />55 <br />NO <br />U3 PAGE 283 <br />n <br />
