people who propose to buy Lots 55 and 56, Wauregan Subdivision, <br />to develop commercially and are, therefore, requesting a waiver <br />of Fla.Stat.Chapter 171.062. Attorney Gore reviewed the history <br />of the annexation of this property into Sebastian and described <br />the development in the surrounding area. He informed the Board <br />that he has had two public meetings with the City of Sebastian <br />Planning & Zoning Commission, and there was unanimous approval of <br />a rezoning from R-1 to C-1, Limited Commercial. <br />Discussion arose as to the location of the nearest <br />commercial area, and Environmental Planner Challacombe stated <br />that there is a potential 1600' between this area and the major <br />commercial node located at the intersection of Roseland Road and <br />U.S.1,. He felt the central issue is that the subject property is <br />right in the middle of property currently zoned R-1. <br />Attorney Gore pointed out that the City of Sebastian plans <br />to designate that entire area all along the railroad tracks C-1, <br />which he believed will avoid the strip effect.. <br />Commissioner Wodtke noted that we had planned a commercial <br />node in this area before the land was annexed into the City of <br />Sebastian, and Mr. Challacombe displayed a map showing the <br />various properties located between the existing node at Roseland <br />Road and the former node. He stated that mobile homes are <br />predominant in the area and felt that we actually are just <br />talking about elongating the strip. <br />Commissioner Scurlock noted that although there is only six <br />months more to go on the two years set out in the Statutes, his <br />personal viewpoint is that there is a statement to be made in <br />opposition to strip zoning. <br />Community Development Director King commented that the other <br />point staff wanted to make is that if in six months, Sebastian <br />does create a Limited Commercial District, it may require that <br />the County look at the number of acres we have in our <br />70 <br />
