Comprehensive Plan for the Roseland node and possibly reduce that <br />allocation. <br />Dan Kilbride, Attorney for the City of Sebastian, informed <br />the Board that the City Council has requested that he, the City <br />Consulting Planner, and the City Engineer, attend this meeting on <br />behalf of the applicant. He emphasized that their main :concern <br />is not just the subject sect property, but the fact that it is one <br />piece in part of a whole mosaic; therefore, they feel County <br />staff is totally mistaken in viewing this as spot zoning, and <br />they are prepared to show that this is not strip commercial. <br />Attorney Kilbride continued the main concern is that when this <br />property was in the unincorporated area of the county, it was <br />reviewed and recognized that it should be commercial and was put <br />in the County's Comprehensive Plan as commercial. At that time <br />it was under single ownership and the owner sought annexation <br />into the community. That fact, however, did not change the <br />fundamental basis that this area should be designated as <br />commercial. Attorney Kilbride noted that part of our <br />responsibility to the citizens of this County is to coordinate <br />our plans, and he did not feel that favoritism for a geographic <br />location simply because it is in the unincorporated area of the <br />County is sufficient reason to change the previous designation <br />for this area and prevent the City from carrying out its plan. <br />Commissioner Scurlock pointed out that the Roseland node <br />already had significant development. <br />Lester Solin, Planning Consultant for the City of Sebastian, <br />discussed their new approach to growth management, stating that <br />he worked with the staff and the Planning Commission long hours <br />trying to establish a specific array of commercial types of uses <br />so as to prevent strip commercial development along U.S.1 of the <br />most intensive nature such as we have in Vero Beach through Ft. <br />Pierce and Stuart. What they have come up with is COR zoning <br />(Commercial/Office/Residential) which gives people the option of <br />developing either multiple family or offices or certain types of <br />71 <br />APR 2 0 1983 NO 53 <br />
