APR 2 0 1983 aovK �cF <br />Commissioner Bowman did not understand why they need a <br />retail store, when they already have a big Winn Dixie, a Zippy <br />Mart, and an AG store. <br />Mr. Solin felt that is a logical consideration, but noted <br />that you also need to consider the most appropriate use of the <br />land, and as the Planner for Sebastian, he cannot recommend <br />residential in that area. <br />Discussion ensued regarding counties that do have <br />residential development along major highways, and Mr. Solin <br />agreed this has been done, but the configuration of the land in <br />this particular location does not allow for the type of <br />landscaping amenities and berm system you need to accommodate <br />multiple family development, especially with the railroad tracks <br />to the west. <br />Earl Masteller, City Engineer of Sebastian, had a problem <br />with the fact that the County arbitrarily took the acreage from <br />this previously commercial piece and added it to the Roseland <br />node. Mr. Masteller noted that the City of Sebastian is trying <br />very hard to work with the County, and he felt the County should <br />respect the City's wishes in this -matter and look at the fairness <br />of the situation and he certainly would hope that the City and <br />the County can work these things out in a spirit of harmony. <br />Discussion next arose as to whether this zoning has been <br />before the City Council, and Attorney Kilbride stated that it has <br />only been before the Planning & Zoning Commission; the City <br />Council has not acted on the rezoning, but as far as the <br />Comprehensive Plan is concerned, they have recognized this entire <br />area as limited Commercial. <br />Commissioner Wodtke felt that the City of Sebastian put a <br />lot of planning and thought into their plan. He stated that he <br />always has tried to stay out of other goverment's jurisdictional <br />areas.. With the limiting factors surrounding this property, he <br />had a hard time objecting and did not see this having much impact <br />74 <br />
