Commissioner Scurlock felt this is saying that any employee <br />who would transfer over would have to have all their service only <br />within that particular department even though they may have <br />worked at one time for some other department in the City. <br />The Administrator emphasized that the intent is merely to <br />have unbroken tenure, and he suggested defining tenure as the <br />time of continuous service as an employee of the City and the <br />County. <br />Building Director Rymer concurred with that wording. <br />Commissioner Scurlock just wished to be sure that no one <br />gets shorted. His only other question also regarding personnel <br />was that he felt whatever personnel files and records exist <br />should be continued on also so that whatever situation exists <br />would follow with the employee.. <br />Building Director Rymer noted that, in other words, he <br />wished the personnel records transferred to the County, and <br />Administrator Wright confirmed that we are trying to move them <br />just as they are. <br />Commissioner Scurlock felt the Building Committee and staff <br />had done a very good job on drafting this agreement. <br />Commissioner Wodtke reported that the Committee strongly <br />recommended that the Commission, upon creation of the department, <br />take the necessary steps to see that it is funded for the <br />necessary personnel to enable it to function in a timely fashion <br />and also strive very hard to have a uniform fee structure. After <br />the department is functioning and can be costed out, it is felt <br />the primary goal should be to do a uniform rate study with the <br />aim of funding the department at a level that will set it up as <br />an enterprise account. <br />Chairman Bird commented that when they first transfer, the <br />rates will differ until an analysis can be done. <br />Commissioner Wodtke noted that there are some things that <br />are not totally addressed.
