He felt <br />if the department is to be moved in toto, this clause would not <br />be necessary, and if this is not so, the County should let these <br />clerical people know where they stand now. <br />Administrator Wright pointed out that we can't answer that <br />until we get into the budgetary decisions; the probability is <br />that we will keep everybody. <br />Mr. Robinson stated that another factor the building trade <br />feels should be looked at as quickly as possible is raising of <br />the fees so the Building Department can be better staffed to get <br />the building permits out quicker. <br />Commissioner Scurlock noted that he has heard that same <br />feeling expressed by others and appreciated the Association's <br />attitude. <br />Discussion ensued about the proposed language changes, and <br />Attorney Brandenburg summarized the need to change the language <br />re tenure to define it as continuous service as an employee of <br />either county or city and to add a clause indicating all funds <br />within the enterprise fund as of 9/30/83 will be transferred to <br />the County Enterprise Fund. <br />Commissioner Wodtke asked if this has to go back to the City <br />Council for review, and Mayor Dorothy Cain believed with these <br />changes, it probably should. <br />Discussion continued in regard to approving the agreement <br />and authorizing the Chairman's signature and then resubmitting it <br />to the City. <br />ON MOTION by Commissioner Wodtke, SECONDED <br />by Commissioner Scurlock, the Board unanimously <br />approved the Agreement with the City of Vero <br />Beach re transfer of the Building Department, <br />with the changes discussed, and authorized the <br />signature of the Chairman. <br />79 <br />APP 201983 <br />BOOK <br />� <br />3 PAGE 307 <br />
