MAY 41983 ao 3 ru <br />Public Works Director Jim Davis explained that he and <br />staff had met with the property owners of the five streets <br />listed in these chambers to explain the road improvements <br />and the procedures of petition paving. He reported that 67% <br />of the property owners of the 23rd Avenue project had signed <br />the petition to pave and that the preliminary cost of the <br />project is $55,486.36. <br />Chairman Bird opened the Public Hearing and asked if <br />anyone present wished to be heard. There were none. <br />ON MOTION by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, the <br />Board unanimously closed the Public <br />Hearing. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, to adopt <br />Resolution 83-32, providing paving and <br />drainage improvements to 23rd Avenue, <br />between 1st and 4th Streets. <br />Commissioner Wodtke expressed concern whether all <br />property owners had been contacted, because 67% of the <br />property owners is very close to the required 66.6%. Mr. <br />Davis stated that every owner had been notified by letter 16 <br />days in advance and we have received no comments or response <br />from those property owners not signing the petition. <br />Michael Thomas, 136 23rd Avenue, addressed the Board <br />and explained he was involved in gathering the petition <br />signatures and that they stopped when they had 66.7% signa- <br />tures because they were having trouble locating out-of-town <br />owners and did not feel they needed to gather further <br />signatures. <br />34 <br />
