46, <br />i <br />He continued that HRS and each county must approve.the <br />District Plan, and if four out of five counties disapprove <br />the plan, some negotiations would have to take place. <br />Mr. Ashcraft handed out a comprehensive reported dated <br />5/14/83, which provides background for the seven recommenda- <br />tions listed on the first page, as follows: <br />Indian River Community Mental Health Center <br />Recommendations: <br />1. Review F.S..394.18 which gives the County Commission the authority to <br />require necessary modifications to that part of the District Mental Health <br />plan which affects Mental Health programs and services within Indian River County. <br />2. Request that the Board of Directors of the Indian River Community Mental Health <br />Center, as the body -charged with. the responsibility of providing services to <br />county residents, submit written recommendations to the County Commission <br />before the Commission approves the District Plan. <br />3. Request that representatives of each Commission meet, and develop a uniform <br />position before each Commission approves the District Plan. <br />4. Require that the Mental Health District Board No. 9 prioritize its goals for <br />FY 1983-84 prior tothe July 1, 1983 beginning of the new .fiscal year.. <br />5. Study the State evaluation report of the Mental Health District Board and <br />take appropriate action. <br />6. Support the -legislative appropriation -of funds for Adult Residential Treatment <br />program contained in the Governor's budget for our four county area. <br />7. Support Senator Myers and Representative Hill in their efforts to find a <br />legislative solution to the problem of the Mental Health District Board <br />(SB 141 and HB 351). <br />Attachments: <br />1. Martin County Commission will hear presentation on May 10, 1983. <br />3.
