MAY 4 1983 <br />Mr. Ashcraft talked at length from this report and <br />urged support of legislation drafted by Senator Myers and <br />Representative Hill which would split the 4 -county area out <br />of the district which includes Palm Beach County. These <br />bills, SB 141 and HB 351, would create an administrative <br />structure for the 4 -county area to address its particular <br />needs. <br />Commissioner Wodtke stated he would be very supportive <br />of Senator Myers proposal to split the four districts; <br />however, his first choice would be to abolish district <br />boards. He emphasized that prior to approving the District <br />Plant, we need to be sure there is equitable treatment in <br />funding and allocation. <br />Commissioner Wodtke urged the'Board to consider Mr. <br />Ashcraft's recommendations and hoped each county would <br />appoint a Commissioner to sit on a study committee of the <br />District Plan, and also have some joint meetings with the <br />four county attorneys in regard to District legal documents. <br />He felt that we should address this at the stage of alloca- <br />ting funds and assist our local mental health board in <br />trying to be sure that we have an equitable share. <br />Commissioner Lyons heartily concurred and felt the time <br />has come for us to exercise every legal means we have to see <br />that we get our fair share, and if we don't get our fair <br />share, then to take it to the courts. <br />Mr. Ashcraft explained that recommendation #4, <br />requiring the District Board to prioritize its goals was a <br />realistic timeframe, as the District Board could not ignore <br />a mandate to prioritize their goals by 4 out of the 5 <br />counties. <br />Commissioner Wodtke commented that he was not entirely <br />satisfied with the representation we have on the District <br />Board and felt the position our representative takes does <br />64 <br />
