To the <br />east is a single-family residence. <br />Future Land Use Pattern - The Comprehensive Plan designates the <br />property as LD -2, Low Density Residential (maximum of six <br />units/acre). The plan also depicts a 140 acre commercial node <br />located at the S.R.60 and Kings Highway intersection, extending <br />eastward to 43rd Avenue. While'it may be concluded'that the West <br />Side Bank, proposed 4700 Office Complex, and Ed Schlitt Agency <br />are part of this node, the surrounding area, as previously <br />stated, is predominantly existing single-family residential and <br />more appropriately lies within the LD -2 category, <br />Roads/Traffic - The primary access to this property is via 22nd <br />Street. A maximum of ten units in the subdivision as proposed by <br />the applicant would generate 100 Average Daily Trips and 11 Peak <br />Hour Trips. This level of traffic is not expected to create an <br />adverse impact to the existing street network. <br />Utilities - The County does not presently serve the subject <br />property with sewer and water. The proposed subdivision will be <br />served by individual wells and septic systems. <br />Environment - The subject property is not designated as <br />environmentally sensitive.nor is it located in a flood prone <br />area. <br />RECOMMENDATION <br />Based upon the above analysis, staff recommends approval. <br />Mr. Challacombe confirmed that the applicant incorrectly <br />assumed the zoning to be R-1 when it actually was C -1A and he <br />wishes the rezoning so that he may move ahead to develop the <br />subdivision. <br />The Chairman asked if anyone present wished to be heard. <br />William Bieschke informed the Board that he had a letter of <br />notification dated April 15th, but not postmarked and received <br />until early in May. He believed the County as a courtesy does <br />notify surrounding land owners. <br />Chairman Bird explained that by County policy a sign is put <br />on the subject property and surrounding owners within 300' are <br />notified. He did not understand how the timing Mr. Bieschke <br />complained of occurred and agreed there should be more lead time. <br />Mr. Bieschke brought up the matter of ingress and egress and <br />was informed that this is a site plan consideration. <br />It was determined that no one further wished to be heard. <br />84 <br />
