PRESENTATION ON NEW CRIMINAL JUSTICE COMPLEX <br />Commissioner Lyons reported that there had been a <br />presentation yesterday before the Public Safety Committee, <br />the Facility Committee and the Finance Advisory Committee. <br />The meeting was held from 10:00 a.m. to 3:00 p.m. and they <br />received a very complete presentation of the report <br />entitled, Indian River County Corrections and Law <br />Enforcement Facility Study, which was prepared by W. R. <br />Frizzell Architects, Inc. and Correctional Services Group, <br />Incorporated. He introduced Mr. Thomas Pinkerton, Vice <br />President and criminal justice consultant of W. R. Frizzell <br />Architects, Inc., and Mr. Robert Buchanan, President and <br />jail consultant of Correctional Services, Inc. <br />Commissioner Lyons reported that after the joint <br />meeting, the Public Safety Committee made three motions: <br />1) Recommended a criminal justice complex <br />site of not less than 25 acres; <br />2) Recommended that the Board of County <br />Commissioners adopt the construction concept <br />of a jail as.contained in the report by Frizzell <br />Architects and Correctional Services, and <br />recommended that the concept be accepted <br />with minor alterations. <br />3) Recommended that the Board of County <br />Commissioners work in conjunction with <br />the Finance Advisory Committee to recommend <br />alternatives for financing this project in <br />increments starting at $8 -million up to <br />$16 -million. <br />Commissioner Scurlock said the Finance Committee, being <br />present although not voting, unanimously concurred with all <br />three of those motions. <br />Thomas Pinkerton, Vice President of Frizzell Architects <br />addressed the Board and explained the purpose of today's <br />11 <br />MAY 18 1983 eQ�x U <br />
