MAY 18 1983 DbpK ¢.� �AGf 482 <br />presentation is to present a brief summary of the report <br />they were submitting which is a feasibility study, some- <br />times called a pre -architectural plan, for a new criminal <br />justice complex. The purpose of the study was to assess the <br />present and future criminal justice system needs in Indian <br />River County, specifically, the Jail and the Sheriff's <br />Department, and to a limited extent, the court's facilities. <br />and from that assessment, to bring forth recommendations for <br />planning and design criteria, which would include size and <br />type of facilities, phasing of facilities, and of course, <br />site location. This does stop short of a schematic design <br />of actual layout, but they do have a complete architectural <br />program which lists the square footages. <br />Continuing, Mr. Pinkerton urged that the Commission set <br />a timeframe not to exceed 30-60 days for the final deter- <br />mination and selection of a specific site, which would <br />enable his staff to take the preliminary cost figures and <br />items to be presented today and determine a more dependable <br />cost figure so that whatever funding method is used, it will <br />be solidly funded. He wanted to thank the Public Safety <br />Committee and the Facility Committee for their leadership <br />and input which enabled them to develop a set of criteria <br />that truly represents the needs and philosophies of the <br />community. <br />Mr. Robert Buchanan, President and jail consultant of <br />Correctional Services, Inc., stated he and his staff have <br />worked with Frizzell Architects for the last three years, <br />mainly in Florida, in the planning and design of criminal <br />justice facilities. He explained that the feasibility <br />report gives a long-range idea of what the criminal justice <br />needs will be in the future. <br />Referring to display charts, Mr. Buchanan presented <br />following data and explained their methodology in arriving <br />at their figures. <br />12 <br />
