He stated that Indian River County has a very serious <br />problem with a very dangerous jail population compared with <br />other jails they have worked with. The County jail retains <br />only the most dangerous people and meets weekly to release <br />others in order to reduce the jail population; 90% of the <br />jail population are felons who are waiting for trial or <br />waiting for transport to other jails. This is the reason <br />behind the recommendation for a large number-bf single cells <br />and maximum security cells. <br />In Florida, the Department of Corrections require those <br />counties whose physical facilities are not in compliance <br />with standards to come in compliance post haste. In most <br />instances the D.O.C. has allowed 2-1/2 to 3 years to <br />construct a new jail facility. As a result, Indian River <br />County is now feeling the heat of the statewide mandate to <br />enforce jail standards. <br />Mr. Buchanan projected the County's needs for the next <br />15 years would require a 160 -bed facility with maximum and <br />minimum security areas. They recommend a design calling for <br />two 56 -bed pods, allowing space to add other pods in the <br />future. The following design shows the design of a 56 -bed <br />pod, consisting of all single cells, which contains its own <br />services areas so inmates would not have to be moved <br />frequently. <br />13 <br />BOX <br />3 racy 481 <br />
