MAY 18 1983 ' 53: rw5?4 <br />proposed funding mechanism, it is the staff's opinion that this <br />policy would not demand significant modifications in the <br />County's operations or current policies. <br />The fifth new policy being proposed concerns the provision of a <br />balance in the inflow of fresh water into the Indian River to <br />protect, maintain and, where appropriate, enchance the ecologi- <br />cal health of living marine resources. This policy strives to <br />maintain an optimum balance between the amount of fresh water <br />and saline water within the Indian River estuary. This policy <br />maybe implemented through the final draft of the master drainage <br />plan as prepared by Reynolds, Smith & Hill. <br />Lastly, the Hutchinson Island Growth Management Plan proposes <br />that areas designated as environmentally sensitive, e.g., <br />wetlands, shall not receive any residential density credits. <br />The implementation of this policy would require an amendment to <br />the currently adopted land use element of the County's Compre- <br />hensive Plan. At the present time there are approximately 1,742 <br />acres of environmentally sensitive land upon the north section <br />and 280 acres upon the southern section of the barrier island in <br />Indian River County. Therefore, the implementation of this <br />policy would have the effect of reducing the building density of <br />the unincorporated area of the barrier island in Indian River <br />County by 2,022 dwelling units. <br />POTABLE WATER/WASTEWATER <br />The Hutchinson Island Growth Management Plan proposes a policy, <br />to improve the permitting and inspection process for wastewater <br />management so that estuarine and potable water systems are <br />protected from pollution. The specific minimum on-site require- <br />ments would include the following: <br />1. Prohibit all aerobic wastewater treatment plants whose <br />capacity is less than 10,000 per day. <br />2. Increase monitoring frequency. <br />3. Require emergency power for the wastewater treatment <br />plant where the water supply has emergency power. <br />4. Require surge tanks on all contact stabilization <br />units. <br />5. On extended aeration units without surge tanks, <br />require oversized clarifiers. <br />6. Flow meters shall be required.on all water/wastewater <br />treatment facilities. (Proposed amendment) <br />All of the above minimum requirements would establish new <br />regulations for Indian River County. However, the County's <br />Utility Division Director was contacted in regards to the <br />acceptability of these standards for new development within the <br />County, and it was his opinion that these standards were reason- <br />able minimum requirements. <br />CAPITAL IMPROVEMENT PROGRAMING <br />The proposed Growth Management Plan contains a policy that each <br />local government shall develop a Capital Improvement Program for <br />its portion of the barrier island. It is the intent of the <br />committee that the local government Capital Improvement Program <br />be intergrated into one overall capital improvement program that <br />will become part of the committee's management plan. <br />Furthermore, each local government's Capital Improvement Program <br />must be reviewed annually and.be intergrated into the local <br />budgetary process. <br />The implementation of this section of <br />Growth Management Plan would require <br />Capital Improvement Program covering <br />the Hutchinson Island <br />the County to prepare a <br />a six year period of which <br />
