the first year would be the Capital Improvement Budget for the <br />next fiscal year. In addition, the CIP would have to be revised <br />annually upon adoption of the Capital Improvement Budget during <br />the regular budgetary process. At a minimum, the CIP would have <br />to cover all capital expenditures relating to the unincorporated <br />area of the barrier island within the County. <br />TRANSPORTATION <br />The transportation section contains a policy to establish a <br />uniform and coordinated land use and transportation policy that <br />will assure that the distribution, location and intensity of <br />future development on the barrier island shall not exceed the <br />efficient use of the principal transportation system or facil- <br />ities on the island as well as the bridges, causeways and <br />related roadway system that links the island to the mainland. <br />In order to effectuate this policy the Growth Management Plan <br />establishes several specific standards to be implemented at the <br />local level. <br />The first standard relates to the level of service that must be <br />maintained on the principal transportation network on the <br />barrier island and its related facilities. The plan proposes <br />that all future development shall not create a traffic demand <br />that exceeds a level of service "C" on an annual average basis <br />and level of service "D" for peak season traffic upon the <br />principal system. <br />The implementation of this standard would require an amendment <br />to the Transportation and Land Use elements of the currently <br />adopted Comprehensive Plan of Indian River County. Currently, <br />the County's Comprehensive Plan establishes a minimum acceptable <br />level of service as level "D". This amendment may require the <br />County to reevaluate quantity and the distribution of densities <br />on both the northern and southern sections of the barrier <br />island. <br />Lastly, the transportation section tries to standardize the <br />manuals utilized in computing level of service analyses for all <br />jurisdictions within the region. This policy would require the <br />County to utilize different manuals than those presently used. <br />However, the standards and methodologies within the manuals do <br />not significantly differ from those within the County's present <br />resources. <br />RECOMMENDATION <br />It is requested that the Board of County Commissioners review <br />the above proposed policies and their possible implementation <br />requirements, and establish the County's position in relation to <br />each of the above policies so that the County's representatives <br />on the Hutchinson Island Planning and Resource Management <br />Committee may effectively represent the County's views during <br />the June 2nd meeting of the Committee at which time the Growth <br />Management Plan and all proposed amendments will be voted upon. <br />cc: Michael Wright, County Administrator <br />Gary Brandenburg, County Attorney <br />55 <br />oox <br />MAY 18 193�Ac <br />
