development of Fort Myers Beach was impacting them, and they <br />used the committee as a tool to establish controls that Fort <br />Myers would have to abide by. <br />Commissioner Scurlock questioned the advisability of <br />Indian River County being utilized as a role model; he felt <br />if the State has a problem with St. Lucie County, they <br />should take it up with them directly and not use us as a <br />club. <br />Mr. Magee understood the Commissioner's position, but <br />pointed out that the impacts of uncontrolled growth do not <br />know jurisdictional lines. He continued that when the plan <br />is presented to the Department of Community Affairs, they <br />have the option to present it to the Governor for any <br />particular area and everyone is judged on their merits. If <br />you are doing a good job, you have nothing to fear. Mr. <br />Magee then went on to review the process whereby the plan <br />goes to the Governor but before any tough application of the <br />rules goes into effect, it must be approved by the <br />Legislature. <br />Commissioner Scurlock emphasized that the Legislature <br />actually does not have to approve the plan - if they don't <br />take any action, it is automatically approved. <br />Discussion then followed as -to the minimum size of an <br />area that could be designated as an area of critical <br />concern, and it was noted the Statutes do not address that. <br />Mr. Magee felt the worst that could happen in this area <br />would be that the entire barrier island area could be <br />designated as an area of critical concern. He noted that <br />the Florida Keys are designated an area of critical concern, <br />as well as the Suwanee River area, which includes 11 <br />counties, and the Panhandle region of Walton, Oscaloosa and <br />Bay Counties. <br />Commissioner Scurlock asked why the State did not take <br />a look at our Comprehensive Plans when they were submitted <br />59 <br />MAY 18 1983 ua 53 ma ?9 <br />
