® � r <br />MOTION WAS MADE by Commissioner Wodtke, <br />SECONDED by Commissioner Bowman, to approve <br />the Interlocal Agreement creating the <br />Treasure Coast Job Training Consortium and <br />Treasure Coast Private Industry Council and <br />authorize the signature of the Chairman. <br />Commissioner Scurlock noted that he voted against this <br />the first time around and he still disagrees with the <br />program because he feels that additional productivity and <br />additional jobs are the key to the solution, not just <br />additional skills; we have trained people walking the <br />streets now. Commissioner Scurlock did see some merit in <br />retraining, however, and stated that he would not object to <br />making the program available for others to use just so long <br />as we do not initiate such a program within our own ranks. <br />He noted that the School system hired people under the CETA <br />program, who were subsequently laid off. <br />Commissioner Lyons announced that he will vote against <br />this program once again because he believed it is an <br />ephemeral thing, which only gives people false hopes. He <br />further believed it is greatly subject to fraud and can be <br />used to get people to work for less than the normal rate. <br />Commissioner Wodtke supported participation in the <br />consortium since he believed this is entirely different from <br />the old CETA Program and it offers an opportunity to help <br />our youth acquire some job training. <br />Commissioner Bowman felt this will create an awful <br />hassle within the Private Industry Council because she did <br />not know where these people in small business are going to <br />come from. Nevertheless, she felt we need this program as <br />I we have a great many people out of work who need retraining. <br />Commissioner Scurlock expressed the fear that some <br />firms will let existing workers go to be replaced by low <br />AT 18 1993 71 53 PAGE Ml <br />i <br />
