r MAY <br />18 1993 <br />Attached as backup.material you will find a copy of the <br />suggested agreement, 'a copy of a draft letter to be addressed <br />to the local Chamber of Commerce in Vero Beach and Sebastian, <br />a copy of letter to the Governor requesting extension of time <br />to act, and a copy of draft letter to be sent if the Consor- <br />tium is formed, to other agencies requesting nominations for <br />members of the to -be -created PIN Council. <br />Staff recommends favorable consideration of the Inter- <br />local Agreement creating the Treasure Coast Job Training Con- <br />sortium and Treasure Coast Private Industry Council. <br />CBH/mg <br />` Dr. Hardin reviewed previous information, noting that <br />the State money for the program was to be 110 million. <br />Brevard County is no longer in our consortium; they have one <br />of their own. The Indian River County, Martin, St. Lucie <br />County consortium, is slated to have $875,000 if the <br />consortium is approved. <br />Commissioner Scurlock noted that he previously had <br />asked whether the Service Delivery Areas (SDA) would be <br />designated with or without our consent and was told they <br />would not,be, but this was not so and they were designated. <br />Dr. Hardin reported that he attended the meeting held <br />in Fort Pierce, and the Regional Planning Council is simply <br />coordinating the activities of forming the consortium. He <br />stated that conclusions were reached as set out in his memo <br />and staff recommends favorable consideration of the <br />Interlocal Agreement creating the Consortium and Private <br />Industrial Council, but he had one major question which is <br />regarding the liability portion. Dr. Hardin felt the State <br />representative had indicated it goes with the money. <br />David Smith, Planner with the Department of Labor & <br />Employment Security, Tallahassee, informed the Board that he <br />is present for the purpose of answering any questions and he <br />encouraged the county to participate in this program. <br />Chairman Bird asked Dr. Hardin what he is asking the <br />Board to do, and Dr.'Hardin stated that he would like the <br />Board to consider the agreement which just provides an <br />opportunity not to be left out of the decision making. <br />
