MAY 18 1933 <br />RESOLUTION NO. 83-38 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA REQUESTING THE <br />LEGISLATURE OF THE STATE OF FLORIDA AND GOVERNOR <br />GRAHAM TO SUPPORT SENATE BILL 141 AND HOUSE <br />BILL 351. <br />WHEREAS, Indian River County was included with Palm <br />Beach County in Mental Health District Board No. 9 in 1977, and <br />WHEREAS, Indian River County was assured at the time of <br />the merger of the previous boards that this County's needs would <br />be satisfied through a fair funding formula, and <br />WHEREAS, through a series of allocation actions taken by <br />the Mental Health District Board, Indian River County has not <br />received adequate funds for services and the funds that have been <br />received have been allocated according to a formula which does not <br />treat Indian River County residents fairly, and <br />WHEREAS, Indian River County is of the belief that the <br />same situation exists with respect to St. Lucie County, Martin <br />County and Okeechobee County, and <br />WHEREAS, Indian River County has repeatedly voiced its <br />objections to the Mental Health District Board No. 9 allocation <br />plan and has repeatedly been assured that a fair policy would be <br />adopted; to date no such policy exists, and <br />WHEREAS, because the structure:of Mental Health District <br />Board No. 9 is so greatly weighted in favor of Palm Beach County, <br />it is now apparent that the four -county area which includes Indian <br />River County will not obtain fair treatment as long as it remains <br />a member of Mental Health District Board No. 9. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS SITTING IN REGULAR SESSION this 18th day of May, <br />1983, that: <br />1. Indian River County requests the legislature of the <br />State of Florida and Governor Graham to support and adopt into law <br />Senate Bill 141 and its House companion House Bill 351. <br />2. The Clerk to the Board of County Commissioners is <br />requested to send a copy of this resolution to the legislature of <br />the State of Florida, Governor Graham, and all member counties of <br />Mental Health District Board No. 9. <br />
