The technical <br />committee understood that the roadways on the island were <br />not going to be able to handle all the traffic the juris- <br />dictions might want to put on the island, and therefore, <br />some of the existing densities in the comprehensive plans <br />would have to be reduced. In order to establish equity <br />among the various governments in regard to reducing <br />densities, the idea was to allocate each jurisdiction an <br />amount of roadway trips based on the number of "buildable <br />acres" each had. Once this is addressed and the number of <br />trips allocated, he did not feel the committee would care <br />how the government determined who they would give the trips <br />to. The intent was to establish a consistent policy to <br />determine the portion of the roadway system each should be <br />allocated. Mr. Shannon felt there should be an amendment to <br />make this less confusing. <br />Commissioner Wodtke talked about beach restoration and <br />renourishment and the statement "those who benefit should <br />pay for it." He felt this can be interpreted in various <br />ways and that it should be clarified. <br />Mr. Shannon then brought up the intent of the fresh <br />water content provision, explaining that this was primarily <br />aimed at St. John's Water Management and the Corps because <br />of the releases from Lake Okeechobee. <br />Chairman Bird returned to the meeting at 11:30 o'clock <br />A.M. and took over from Vice Chairman Scurlock. <br />APPOINTMENT TO DISTRICT 9 ADVISORY COUNCIL TO HRS <br />Commissioner Wodtke noted that he was hoping that if we <br />have a problem with the District Mental Health Plan, perhaps <br />through the Advisory Council we might have some recourse for <br />an appeal. <br />28 <br />
