Discussion followed re an appointee, and whether a <br />Commissioner is to appoint someone or whether the appointee <br />has to be a Commissioner. <br />Commissioner Wodtke believed itis a Governor's <br />appointment; there is a vacancy for a County Commission <br />representative. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />recommended Commissioner Wodtke for appointment <br />to the District 9 Advisory Council to the HRS. <br />CHANGE ORDER #1, SOUTH -BEACH WATERCONSTRUCTION <br />At the request of Administrator Wright, the above item <br />was carried over to the June 1st meeting of the County <br />Commission. <br />REPORT ON HURRICANE SEMINAR <br />Commissioner Wodtke and Commissioner Lyons reported on <br />their attendance at the Fifth National Hurricane Conference, <br />which they felt was a very comprehensive and worthwhile <br />conference. <br />Commissioner Wodtke reported on the new process of <br />"probability forecasting, whereby, based on the history of <br />the last 100 years, they project a percentage of probability <br />as to which direction a storm will take. He noted that this <br />has given rise to some concern by Civil Defense that if <br />people are given a probability factor of 120, for instance, <br />they may disregard evacuation notices. He noted that <br />another lecture addressed "vertical evacuation," which <br />relates to the possibility of having to move people into <br />multi -storied buildings if it is not possible to move them <br />from an island or other low areas. Other subjects discussed <br />were federal flood insurance and storm surge in which a <br />vulnerability analysis is done by "SLOSH" modeling. <br />29 Boa -53 Pka 600 <br />MAY 25 1983 <br />
