This is re encouraging connection to <br />public water and waste water systems. Mr. King noted that <br />all the requirements set forth under the second paragraph in <br />regard to improving the insection and permitting process <br />would be new for the county. He also felt there is a <br />possibility of a proposed amendment which would say that <br />flow meters shall be required on all water and wastewater <br />facilities. <br />Capital Improvements Programming <br />Page 23, line 12. Mr. King stated that it is the <br />intent of the committee that the capital improvement program <br />be integrated into one overall capital program, and each <br />local capital improvement program (CIP) would be reviewed <br />annually. <br />Transportation <br />Page 26, line 8. Future development shall not exceed <br />efficient use of the principal transportation system. The <br />principal system for our county includes SR AlA, the Wabasso <br />Bridge, and the 17th Street Bridge. The Merrill Barber <br />Bridge is considered to be in the municipality. Mr. King <br />noted that he found this policy mentioned five times in the <br />county's Comprehensive Plan, and it does establish a level <br />of service standards. <br />It was generally agreed this is compatible with what is <br />in our Plan. <br />Discussion continued re capacity of SR AlA during the <br />peak season and Mr. King explained the formula used to <br />establish capacity, which was based on an average of 7� <br />trips per day per unit. He believed there would be an <br />amendment to deal with overutilization of existing streets, <br />which would provide that future development would either <br />8 <br />
