He stated that he would be happy to <br />donate as an individual, but not as county government. <br />Commissioner Lyons stated that he personally felt that <br />government should help with a fourth of July celebration, <br />but because the County itself does not have a specific <br />location where we could say this is the County spot for <br />fireworks, he did not feel we could do this unless we <br />participated with all the municipalities equally. Since he <br />could not solve the problem, Commissioner Lyons did not want <br />to get involved in it at all, but stated he also would be <br />glad to donate on an individual basis. <br />Considerable discussion ensued as to alternatives which <br />would enable the County to participate legally, and various <br />accounts were suggested, including General Fund Contingency <br />and the Recreation budget. <br />Attorney Brandenburg stated that if the Commission <br />declared this to be a public purpose, they could spend those <br />funds on it just as we do an any recreation program. <br />Community Services Director Thomas believed there are <br />funds in the Recreation budget that could be used for this <br />purpose. He noted that a change was made in our refuse and <br />garbage collection set-up; we had some funds set aside to <br />buy additional pick-up boxes, and they now will not be <br />needed. <br />Commissioner Scurlock continued to emphasize that we <br />are at a point where we would have to take away from some <br />other worthy program in order to contribute to this program, <br />and Commissioner Bowman concurred that it would be best for <br />the Jaycees to go directly to the public for individual <br />donations. Commissioner Lyons again stated that before he <br />could vote in support, he would have to be satisfied we have <br />a mechanism for participation with all the communities, and <br />the only possible solution he could see would be to work it <br />out on a rotating basis yearly. <br />94 <br />� � s <br />
