Commissioner Lyons asked if the Moorings newsletter <br />pointed out that there was to be a special tax for the bike <br />path and Mr. Collins replied that he didn't actually see the <br />Moorings newsletter, but that it was clearly set out at the <br />top of the petition how the bike path would be funded. <br />Commissioner -Scurlock questioned why they are setting a <br />millage cap of 1.5 which he felt made it seem as if they are <br />attempting to fund the entire bike path in the first year. <br />Attorney Collins confirmed that their approach was to <br />fund it on a one-time tax and build the path, and they did <br />not have a great deal of negative response to this approach. <br />Commissioners Scurlock and Bowman both indicated they <br />had received phone calls from individuals who felt this <br />matter should be held over and put on a referendum at a time <br />when the winter residents have returned and more people can <br />make their feelings known. <br />Attorney Collins pointed out that this would present <br />the problem of the January 1st deadline again. He felt all <br />indications point to a very positive support and outcry for <br />the bike path. <br />Chairman Bird asked if anyone else wished to be.heard. <br />Mr. Ken LaFond, from Harborside in the Moorings, <br />related his surprise that when reading the article in the <br />newspaper about the Public Hearing at 11:00 a.m. for a <br />request of rezoning, he found buried in that article, a <br />small item re the proposed special taxing district for the <br />bike path, and thought there should have been more <br />information printed in advance.
