JUN' 15 1983 e®ac 11 17 fl <br />Mr. LaFond explained that Harborside has a present <br />occupancy of approximately 30a, and he called some of his <br />neighbors yesterday and none of them were aware of how the <br />bike path would be funded even though they had signed the <br />petition. He also had signed the petition, but thought it <br />would be built the same way as Indian River Shores <br />Shores -- to be paid for by the state and the city. He felt <br />that his $150 or $300 might be better spent on other <br />priorities and urged a referendum on this matter. <br />Ms. Katie Kutschinski from the Dunes stated that she <br />went to every single house in the Dunes and Castaways Cove <br />in her efforts to obtain signatures and all except two <br />residents were in favor of a bike path. Of the <br />approximately 60 homes she visited, everyone was home. She <br />felt that everyone understood how it was to be funded as the <br />millage was written on the top of the petition. She felt a <br />referendum would pass, but emphasized that the community <br />really needs a bike path now. <br />Mr. Frank Berry, Seagrove, stated he felt that the bike <br />path was necessary because biking or jogging down AIA is <br />extremely dangerous. However, he felt that this should be <br />put on a referendum and was opposed to the creation of a <br />MSTU. Mr. Berry understood that a MSTU was authorized by <br />the Legislature for those projects that benefit only a <br />specific geographic -area, such as a lighting district, and <br />he felt that a project that would benefit the general <br />public, such as the proposed bike path, should come up on a <br />referendum and not be approached as a MSTU. <br />Commissioner Wodtke noted that whether the district is <br />established by a referendum or is set up as a MSTU, the same <br />people would be paying for it. <br />Mr. John Mead, Seagrove, also felt there were a lot of <br />people who were not aware of the millage, and favored having <br />a referendum to show what the people really want.
