I INTRODUCTION <br />Sverdrup & Parcel and Associates, Inc. has been requested by County <br />Staff to;analyze alternative wastewater forcemain routings for Treasure <br />Coast and Ixora Utilities. At the present time, both wastewater systems <br />are under scrutiny of the Department of Environmental Regulation for <br />failure to meet state pollution standards. The combined wastewater usage <br />of both systems is approximately 95,000 gallons per day. <br />This report addresses various alternatives which offer a possible <br />solution to the County's immediate needs. Please note,.the alternatives <br />and estimated costs presented herein are not intended to represent the <br />only options available to the County, but appear to be the most viable. <br />II ALTERNATIVE DESCRIPTIONS <br />.tl <br />Below are listed eight (8) alternatives for the rerouting of waste- <br />water forcemains from Treasure Coast (Whispering Palms) and Ixora <br />Utilities "L See Appendix A for individual route locations and construc- <br />tion cost estimates for each alternative. For further reference, we <br />direct your attention to the "Minutes" of the Board's Workshop on March <br />23, 1983. <br />Alternative 1 (See Figure 1 - Appendix A) <br />This alternative proposes the pumping of wastewater from the two <br />facilities to the Vista Royale Wastewater Treatment Plant. Pumping to <br />the wastewater treatment facility will require special permitting from <br />DER to construct in the wetlands east of.the Vista Royale Development,and <br />may require further modifications to the existing treatment facility to <br />effectively treat the increased loading. At this time, it seems question- <br />able as to the excess capacity available at the Vista plant. <br />Wo <br />Alternatives 2 and 3 (See Figures 1 and 2 - Appendix A) <br />Alternatives 2 and 3 are similar in concept and require the cons- <br />truction of a 300,000 gallon per day wastewater treatment plant adjacent <br />to the existing Ixora Wastewater Treatment Plant site. Alternative 2 <br />considers the cost of a concrete structure and Alternative 3 considers <br />the cost of a steel structure. The overall concept would be to pump from <br />Whispering Palms area to the Ixora plant site. This will require the <br />demolition of the existing Ixora Plant once the sewage has been diverted <br />to the new facility. <br />Construction of this size plant will enable the County to pick up <br />additional customers considering the actual usage is approximately 95,000 <br />gallons per day. However, a plant constructed in this area will not be <br />buffered from the adjacent community and may create effluent discharge <br />conflicts with the Department of Environmental Regulation. <br />25 <br />6QQK 53 PAGE 905 <br />i <br />
