Commissioner Scurlock noted that although Alt. 8 <br />appears to be least expensive if you eliminate the 6th <br />Avenue improvements, then Option 5 becomes the least <br />expensive, and it is his understanding the Utility <br />Department is recommending that we move ahead with the 6th <br />Avenue improvements, no matter what course is decided on. <br />Mr. Pinto confirmed that the Utility Department would <br />recommend improvements on 6th Avenue which would consist of <br />a gravity line going from U. S. I to 6th Avenue and then <br />north on 6th Avenue to the existing lift station, which <br />would entail a 10" PVC sanitary sewer line costing about <br />$160,000. - <br />Discussion then followed regarding capacity available, <br />the amount of allocation left, the anticipated development <br />in various areas, and the fact that the report does not <br />analyze impact fees. Commissioner Scurlock noted that the <br />Alternate 8 route makes services available to two developers <br />- Mustapick and Art Wilson, and the Mustapick tract already <br />has asked for all the capacity available. He believed we <br />must consider previous commitments by which we are bound as <br />well as the development of which area would be in the <br />County's best interests. <br />Mr. Pinto stated that the Utility Department is looking <br />at this as giving a commitment only to Ixora and Whispering <br />Palms Subdivisions. After that,'if there is capacity left, <br />others can connect; if not, they can't. <br />Administrator Wright emphasized that we only have <br />$363,000 to work with, and if Alternate 5 is chosen, we have <br />to do the gravity line. He further noted that the Mustapick <br />property is adjacent to Treasure Coast so that no matter <br />which way we go, sewer will be available to that property; <br />we do not know if the capacity will be, however. <br />Commissioner.
