JUL <br />6 <br />198 <br />would <br />prefer to see it run the other way out to the <br />St. <br />John's marsh even if we have to develop our own facility. <br />Mr. Pinto stressed that there is a real timing factor <br />involved with the routing of the lines in order to satisfy <br />not only the DER, but also the bond issue this money came <br />from. He explained that the way this system is designed, <br />the flow could be reversed and taken west and stated that he <br />has talked to the-Mustapick people about the possible <br />location of a plant in that area. Mr. Pinto believed we <br />could build a 300,000 good plant for about $300,000. <br />Commissioner Scurlock emphasized the importance of <br />setting a firm policy establishing a fair way to allocate <br />capacity. <br />Commissioner Wodtke favored Alternate 8 recommended by <br />the consultants, taking into consideration two important <br />factors - the ability to reverse the flow and the fact that <br />he believed Sixth Avenue can support an extension to the U. <br />S. I/4th Avenue area. He agreed there must be a firm policy <br />as to allocation and that we must first address the <br />Ixora/Whispering Palm area where there is an immediate need. <br />He further felt that taking impact fees into consideration <br />could be very important. <br />Administrator Wright asked how this revenue can be <br />taken into consideration when we may not have that much <br />allocation, and Mr. Pinto also felt that at this point we <br />must not even think about revenue. He.pointed out that the <br />whole intent of the proposed improvements was to solve the <br />Ixora/Treasure Coast problem, which must be resolved, and <br />under no circumstances would he recommend expanding the cost <br />beyond what we have in the bond issue. <br />Considerable discussion continued as to capacity and <br />the effect of taking the Hibiscus route, and Mr. Pinto noted <br />that it depends on who will be able to build first, and he <br />believed 6th Avenue will develop before Hibiscus.
