� � r <br />pointed out that no matter what route we take, we still will <br />be faced with the same allocation. Mr. Pinto continued that <br />if Alternate 8 is chosen, he still is planning to sit down <br />with 6th Avenue developers and say here is what is left and <br />if you want it, -you will have to contribute, i.e., they <br />would have to pay their portion of the construction of the <br />line on 6th Avenue, the impact fees, and the service charges <br />just as if they were connected, which is the only way, in <br />his opinion, they could reserve that capacity. <br />Commissioner Scurlock brought up the possibility of <br />expanding the allocation from Vero Beach and asked if the <br />line would have the physical ability to.carry additional <br />capacity. <br />Mr. Pinto explained that since we are looking to design <br />the line for the flow to be reversed, he would like to size <br />it to take the entire area. He did not feel the line size <br />is a big problem. <br />Commissioner Scurlock noted that while he originally <br />was convinced that Alternate 5 was the best option, after <br />listening to staff's reasoning, he now feels that Alternate <br />8 is by far the best decision, based on our setting a firm <br />policy as to dispensing the capacity and also immediately <br />contacting the City for an additional allocation. <br />Lengthy discussion ensued as to a "first come, first <br />served" policy for those who put up the money and are <br />willing to meet the requirements. It was again emphasized <br />that our first commitment is to the Ixora/Treasure Coast <br />areas, and question arose as to any undeveloped lots in <br />those areas. <br />Mr. Pinto noted that the line is designed to take the <br />full capacity of their plants which were designed to take <br />the full capacity of those developments, but he felt any <br />undeveloped lots in those areas should be on a first come, <br />first served basis just the same as all others.
