Administrator Wright felt it would be appropriate that <br />the Board consider renegotiation of the present engineering <br />contract as they have done all the preliminary work. <br />Commissioner Scurlock asked about the Competitive <br />Negotiation Act, and Attorney Brandenburg noted that these <br />engineering contracts were continuations of previously <br />existing contracts and they never came within the <br />Competitive Negotiation Act. <br />Commissioner Scurlock believed we should go out <br />competitively for everything to get the best price and <br />service. <br />Administrator Wright asked about how long it will take <br />to engineer this project, and Engineer Guy Wills felt it <br />will take about 12 weeks. <br />Chairman Bird believed the Attorney and Utilities <br />Director Pinto should negotiate with the engineer and come <br />back as soon as possible; then if we can't come up with a <br />satisfactory agreement, we will have to go out to bid. <br />Mr. Pinto stated that he mainly wants to be sure we <br />stay within the budget figures. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Lyons, to accept Alternate 8 at an <br />approximate cost of $398,000 and establish a firm <br />policy in relation to any excess capacity that <br />those must individuals pay for impact fees and con- <br />struction fees up front and pay monthly service <br />bills; the first priority to be given to existing <br />undeveloped platted lots in Ixora and Treasure <br />Coast franchise areas, this priority to extend 60 <br />days after notification, after which it is an open <br />situation for anyone within the service area.
