JUL 6 1993 <br />0 <br />Discussion then arose about lots presently on water, <br />but not on sewer, and Commissioner Scurlock believed that is <br />a.separate situation and that it is covered under our <br />existing ordinance. <br />Commissioner Wodtke felt that anyone on a septic tank <br />is faced with problems in the long run, and we need to get <br />them on the system. <br />Chairman Bird had a problem with forcing people to come <br />on now when their septic tank is working fine, but noted <br />that otherwise, we have to hold that capacity open <br />indefinitely. <br />Mr. Pinto informed the Board that it is general policy <br />in the nation when you put in a sewer system, there is a <br />mandatory connection no matter when you install your septic <br />tank. <br />Commissioner Scurlock felt our existing Ordinance is <br />very clear on this point, and it says "shall," not "may." <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Lyons, the Board unanimously <br />authorized staff to begin negotiations with <br />Sverdrup & Parcel and Associates, Inc., Con- <br />sulting Engineers, and further authorized staff <br />to go out on a competitive bid basis if they cannot <br />reach a satisfactory agreement. - <br />Motion was made by Commissioner Lyons that the Utility <br />Department be authorized to give notice to the existing <br />residents in Whispering Palms and Ixora Subdivisions that in <br />the cases where their homes are not connected to the central <br />sewer system, they will be expected to be connected when the <br />w <br />
