County Commissioners at their <br />regular meeting on July 6, 1983. <br />DESCRIPTION AND CONDITIONS <br />On May 4, 1983, at their regularly scheduled meeting, the Board <br />of County Commissioners discussed the Caretta Research, Inc. <br />turtle study project and the request for authorization to <br />establish a study beach and to patrol the area with Honda ATC <br />90s. The Board generally endorsed the proposed project; <br />however, they questioned the need for the vehicles and wanted <br />assurance that the high school students employed on the project <br />will be properly supervised in the use of the vehicles. <br />The Board subsequently authorized staff to communicate with <br />Carretta Research, Inc. on their concerns. On May 12, 1983, <br />staff sent a letter to Mr. Ed Phillips of Caretta Research to <br />inform him of the Board's action. <br />ALTERNATIVES AND ANALYSIS <br />On May 23, 1983, staff received a telephone communication from <br />Mr. Phillips. Mr. Phillips explained that he would.be avail- <br />able on July 6, 1983 to discuss the project and justify the <br />need for the use of the Honda ATC 90s during the research. Mr. <br />Phillips also stated that he would senda more detailed letter <br />describing his organization and the project. Staff advised Mr. <br />Phillips that the project is within the Town of Indian':River <br />Shores and that he should contact the Town Manager, Mr. Joseph <br />Dorsky. <br />On June 3, 1983, staff received the additional information from <br />Mr. Phillips. This information is presented as a portion of <br />the attachments. <br />RECOMMENDATION <br />It is recommended that the Board of County Commissioners <br />consider Mr. Phillips' request at their July 6, 1983 meeting. <br />Environmental Planner Art Challacombe stated he had <br />received a letter from Mr. Michael Rose, General Manager of <br />John's Island Property Owners Association,, Inc. and would <br />like to make it a part of the record. Chairman Bird read <br />the letter aloud. <br />
