explained there is no beach access suitable for vehicles on <br />John's Island. The one access is on private property and <br />the new owner has spent a great deal of money in closing it <br />up. Mr. Rose pointed out that there is good access in the <br />County park north of John's Island, but not for vehicles. <br />He explained that in a community of limited police force, <br />etc., they cannot patrol the beach properly to keep off <br />motor vehicles. They did not want to open up a can of worms <br />by allowing a vehicle or its tracks to be seen on the beach, <br />and having the kids think it was okay to drive there also. <br />Commissioner Lyons withdrew his Motion, and <br />Commissioner Scurlock withdrew his Second. <br />Commissioner Bowman felt that vehicles seen on the <br />beach would present a real enforcement problem and that the <br />Audubon Society would object to that. <br />Commissioner Lyons felt that Mr. Phillips should meet <br />with Mr. Rose. and the John's Island Property Owners <br />Association to obtain their support and funding of $200-$300 <br />to cover gasoline expense so that both sections of beach <br />might be patrolled next year. <br />Chairman Bird thanked Mr. Phillips for his time and <br />effort spent on the turtle research project. <br />DISCUSSION OF APPLICANTS FOR REPLACEMENT OF DR. FLOOD <br />Dr. Flood,, retiring Director of.the Indian River County <br />Health Department, addressed the Board and introduced Dr. <br />Carl Brombeck, Director of Palm Beach County Health Depart- <br />ment, and Acting Program Director for the Health Program <br />Office of District 9. He explained that Dr. Brombeck, as a <br />representative of HRS, had been very influential in helping <br />us find a suitable person to replace him as County Health <br />Director.
