JUL 1983 ear <br />REPORT - HUTCHINSON ISLAND STUDY COMMITTEE <br />Commission::r Bowman noted that the final report of the <br />Ad Hoc Committe,:: dated July 6, 1983, was just distributed, <br />and this is what evolved after going through three meetings. <br />On another paper dated 6/29/83 are listed the policies not <br />i <br />spelled out in our Comprehensive Plan but which are included <br />in the latest Hutchinson Island Report. Draft of said <br />report is on file in the Office of the Clerk. The list of <br />policies not included in our Comprehensive Plan in report <br />dated 6/29/83 is as follows: <br />6/29/83 <br />The following policies are not spelled out in the IRC CLUP, but <br />are included in the latest (June 10th) draft of the HIRMP. <br />BeachLDune Stabilization <br />To protect dunes and beaches from erosion, stabilization <br />and restoration shall be undertaken through implementation of <br />long-term management plans that utilize natural coastal dynamics. <br />Any plan should incorporate, at a minimum, the following <br />guidelines: <br />(a) Restricting development and access along the beach/dune <br />system to prevent damage to the system's vegetation and to <br />promote rebuilding of the dune by wind and water. To this <br />end, consideration should be given -to establishing a "dune <br />preservation zone" landward of the Coastal Construction <br />Control Line (CCCL). Each County shall set up its own <br />Is Dune Preservation Zone (DPZ) which shall be feet <br />landward from the CCCL or the dune bluff line, whichever <br />is less. <br />(b) Establishing a "Coastal Preservation Zone" extending from <br />the mean high water line to the coastal construction line <br />wherein no activities other than shore protection .and <br />beach restoration shall be permitted. <br />
