(c)► Not permitting any new construction that would threaten the <br />stability of the primary dune or the beach itself. <br />(e) Not permitting structural measures for erosion prevention, <br />such as jetties or groins, or other hardening of the shore, <br />except when used as part of a comprehensive plan for <br />beach restoration, and when non-structural alternatives are <br />not feasible. <br />(f) Prohibiting motorized vehicles from operation on the beach/ <br />primary dunes except in emergencies. <br />(g) Requiring those who benefit from shoreline stabilization <br />efforts, including re-establishing dune systems, to <br />provide the necessary funding. <br />(h) Requiring that dune system restoration, where needed, be <br />included in beach renourishment projects. <br />Sea Turtle Protection <br />Beachfront development (e.g. lighting designs) and beach <br />renourishment activities shall be undertaken in a prudent <br />manner which facilitates turtle nesting, hatching, and return <br />to the sea. <br />Commissioner Scurlock asked if Commissioner Bowman is <br />saying that this document is consistent with our plan with <br />these exceptions, and Commissioner Bowman confirmed that it <br />all mainly relates to a Dune Preservation Zone and Coastal <br />Preservation Zone. She did not believe there is anything in <br />this report that would upset the Commission. <br />Commissioner Bowman noted that.in their July 5th report <br />they wanted to get something to the Board in time for this <br />meeting, but in that memo it should read "receive not more <br />than one residential density credit for 10 acres." <br />Discussion followed as to the fact that Martin County's <br />present policy does not allow any transfer of density <br />credits from environmentally sensitive lands; St. Lucie <br />County allows a 100% transfer; and our policy allows a <br />transfer of one unit per acre. <br />JUL 6 1983 <br />80 <br />Bax 53 P <br />
