JUL 6 1983 <br />OflX ' PO <br />Commissioner Wodtke pointed out that there is a great <br />deal of difference between the environmentally sensitive <br />lands and the upland to which you can transfer in the three <br />counties; the width of the Barrier Island varies <br />considerably; the amount of mangrove; etc., and he believed <br />it is difficult to adopt a density transfer policy that will <br />be equitable within the three counties because of this. <br />Commissioner -Bowman noted that setting a policy of one <br />transfer credit for ten acres would allow Martin County to <br />have their zero transfer. She stated that her Ad Hoc <br />Committee is through - this is their final report and it has <br />been circulated to the complete Hutchinson Island Resource <br />Management Planning Committee. This report is actually a <br />rewrite of the original by Indian River County representa- <br />tives. <br />Commissioner Scurlock felt the critical part is the <br />possible modifications we would have to make to our plan; <br />and therefore, all we actually have to do is address the <br />exception sheet dated 6/29. He suggested that the Board <br />members be given time to study this and then vote on it. <br />Commissioner Bowman recommended that the Board not <br />waste a lot of time on it because the main committee will <br />have three more meetings. <br />Chairman Bird asked if the Ad Hoc Committee will be <br />kept available for comment on any further changes which <br />might be made, and Commissioner Bowman reiterated that the <br />Ad Hoc Committee has completed its appointed task. <br />Commissioner Wodtke noted that Jeannette Lier, our <br />representative to the Hutchinson Island Resource Planning <br />Management Committee, had a question about the number of <br />environmentally sensitive acres and transfer credits, and he <br />wished to know how many environmentally sensitive acres we <br />have that would not be involved with any type of a transfer, <br />81 <br />
