All developments shall be encouraged to connect to major water and wastewater <br />systems which will be under strict regulatory control of appropriate governmental <br />agencies. Until such time that these areas are provided such service, package <br />plant systems are acceptable as interim measures as long as the quality of the <br />affluent from such facilities meet Advanced Wastewater Treatment AWT) standards <br />if discharged into the Indian River and/or its associated wetlands or the Atlantic <br />Ocean.
