r r <br />JUL 2 0 19830 54 <br />REQUEST FOR FINAL PAYMENT - CITY/COUNTY DRAINAGE STUDY - <br />REYNOLDS, SMITH AND HILLS <br />The Board reviewed the following memo dated 7/12/83: <br />TO: The Honorable Members of the DATE: July 12, 1983 FILE: <br />Board of County Commissioners <br />THROUGH: Michael Wright, <br />County Administrator <br />SUBJECT: Request for Final Payment -- <br />City/County Drainage Study -- <br />Reynolds, Smith and Hills <br />FROM: James W. Davis, P.E. REFERENCES: Alfred B.' Pennell, P.E., Assoc. <br />Public Works Director Vice Presidem., R.S.&.H. to <br />James W --Davis dated "ly 6, 19-83_ <br />DESCRIPTION AND CONDITIONS <br />Reynolds, Smith, and Hills, Inc. has submitted a request to proceed <br />with final billing for the City/County Drainage Study. In accordance <br />with the City/County agreement with R.S.& H. dated October 8, 1980, established <br />total compensation was $97,000, with the County's share being $54,800 <br />(base on area being 56.5% in County). <br />To date, the County has paid $52,607.95, leaving a contract amount <br />of $2,192.05 outstanding. R.S.& H. is now requesting consideration of <br />final payment. <br />ALTERNATIVES AND ANALYSIS <br />During the September 27, 1982 meeting of the Drainage Technical <br />Advisory committee, the committee approved <br />1) Accepting the R.S.& H. study as a "Tentative" official Master <br />Plan until the Indian River Farms Drainage District completes <br />their own study. <br />2) Adoption of drainage management policies for future development. <br />3) The City/County/IRFDD enter into a 3 party agreement for replacement <br />of existing culverts and installation.of new culverts. <br />4) Requiring R.S.&.H. to submit the report to the Florida DER <br />and the SJR*D for Conceptual approval. <br />The County has implemented number two above by adoption of the <br />new Stormwater Ordinance. R.S.& H has sent the report to the DER and <br />SJRWMD for conceptual approval. The agencies have responded but no "conceptual <br />approval" process have been adopted by either (see attached letters). <br />23 <br />
