JUL 201983 an 5 <br />Chairman Bird asked if the City of Vero Beach had <br />taken any action on their part of the final payment. <br />Director Davis thought they have adopted the study, but was <br />not sure if they had made final payment, but would find out. <br />Chairman Bird asked if there was any attempt to <br />correlate this plan with the Indian River Farms Drainage <br />District plan so they will not conflict. <br />Commissioner Scurlock felt that there will be areas of <br />definite conflict between the agricultural purpose of their <br />plan and the urban purposes of this plan and we should <br />realize that from day one. He thought that in fairness to <br />Reynolds, Smith & Hill, they had met some problems created <br />out of their realm. <br />Commissioner Bowman believed that some sort of <br />agreement would be reached. She explained that the whole <br />problem is that with agricultural drainage, they only want <br />to carry off the first inch, and that inundates everybody <br />else. The County has very wide right-of-ways to a lot of <br />these drainage ditches, 100-150 ft. easements, so it is <br />possible to create and hold a lot of water that the <br />agricultural people want to get rid of in a hurry. <br />Commissioner Scurlock felt that there has been better <br />communication and cooperation recently, especially in regard <br />to the 32nd Avenue gates, and the Drainage District has <br />indicated they want to cooperate. However, there are some <br />natural differences and they have their interests to protect <br />and we have ours. <br />Commissioner Bowman thought that we have to recognize <br />that it will cost a great deal of money to solve this <br />problem, and we may have to realize that there are areas in <br />the County that will never be dried up -- like Rockridge. <br />Commissioner Lyons felt that we were trying to obtain <br />more understanding in this area -- that just because it <br />25 <br />
