concerned, Mr. Robinson noted that whenever these are put in one <br />of his subdivisions, they are the first lots to sell. He then <br />went on to object to the requirement to post construction <br />security at 125% of cost in lieu of construction of either <br />bikeways or sidewalks. <br />Public Works Director Davis pointed out that the Ordinance <br />states that sidewalks are to be constructed in accordance with <br />the Indian River County standard specifications. These standards <br />are being compiled right now, and they will include typical <br />sections which will control the elevation, i.e., 4" above the <br />crown of the road. <br />Mr. Robinson continued to argue about the different <br />elevations resulting from the required fill for septic tanks, and <br />Chairman Bird noted that in some cases, it is possible you will <br />have a steep slope . <br />Mr. Robinson felt this would need retention walls. As to <br />the 125% requirement, he believed that is the highest requirement <br />in the state and that it is definitely excessive, especially when <br />someone is building for moderate income people. He stressed that <br />this cost will just be passed on to the purchaser. <br />Attorney Brandenburg did not feel this is too much of a <br />safety factor for the County's security, but noted that the Board <br />could decrease it if they desired. He pointed out that the <br />difference in cost between a 100% bond and a 125% bond is not <br />that considerable. <br />Mr. Robinson continued to emphasize that when you are <br />building low cost housing, every dollar counts, and he believed <br />this would end up forcing them to build on dirt roads and then <br />coming back to the County for pavement. <br />After some further debate, the Board settled on a security <br />figure of 115% rather than 125%. <br />Lengthy discussion ensued regarding requiring sidewalks, <br />with Commissioner Scurlock contending that many subdivisions are <br />attractive without sidewalks, and he felt this should be more of <br />47 <br />JUL 2 0 198, ��au 54ea <br />.7� <br />
