I <br />JUL 2 0 1983 TOOK 54 PAGE 9 4 <br />division's concerns with the general design concepts set forth in <br />the preliminary sketches of the proposed development. <br />D. Preliminary Plat Application and Review. <br />1) Purpose. Approval of the preliminary plat by the <br />Planning and Zoning Commission is a pre -requisite to the applica- <br />tion for the issuance of a land development permit. Developer <br />shall clear a path in a sufficient manner to allow staff to walk <br />the dimensions of the property for the purpose of seeing the <br />general topography. The path shall be no wider than necessary and <br />can be the surveyor's path. Land clearing or the construction of <br />improvements is prohibited prior to the issuance of a land <br />development permit, with the exception of that activity essential <br />for survey or preparation of development plans that is consistent <br />with the Indian River County Tree Protection Ordinance as it <br />exists now or as adopted and amended in the future. <br />2) Submission of Application. Upon completion of the <br />pre -application conference, the applicant may apply for fonnal <br />plat review by furnishing to the Community Development Director, <br />ten (10) copies of the preliminary plat of the proposed subdivi- <br />sion and required information. The copies of the plat must be <br />accompanied by a filing fee (See Section 7 D (9)), and an <br />application requesting the County to review the plat under the <br />provisions of these regulations. <br />3) Size of Drawings. The preliminary plat shall be: <br />(a) prepared by a professional engineer or surveyor <br />registered in the State of Florida <br />(b) on sheet(s) twenty-four (24) inches by thirty- <br />six (36) inches <br />(c) to a scale not smaller than one (1) inch equals <br />one hundred (100) feet; for subdivisions <br />exceeding one hundred (100) acres, the scale <br />may be as small as one (1) inch equals two <br />hundred (200) feet or as approved by the <br />Community Development Director <br />
