ALTERNATIVES & ANALYSIS <br />The subdivision is in conformance with all requirements in the <br />County's Subdivision Ordinance 75-3. The applicant has agreed <br />to dedicate 201 of. right-of-way on S. Gifford Road, along the <br />limits of their property line, in conformance with the County's <br />Thoroughfare Plan. Individual wells and septic tanks will be <br />used on site. This has been approved by the Environmental <br />Health Department. <br />Although, the fact that the preliminary plat approval would <br />have expired on February 23, 1980 was brought to the attention <br />of the Planning Department in June, 1982, no steps were taken <br />to revoke the preliminary plat. This was done with the concur-, <br />rence of the Community Development Division, Public Works <br />Division and the County Attorney's office and was because all <br />major improvements were completely constructed at this time. <br />During this past year, staff has worked with the applicant to <br />meet all the technical and legal requirements of the subdivi- <br />sion ordinance including obtaining legal descriptions of <br />right-of-way dedicated to the County, meeting the Florida <br />Statute's requirements for wording on the plat, showing the <br />accurate subdivision boundaries, providing for.maintenance of <br />improvements, etc. This work is now complete. <br />RECOMMENDATION <br />Staff recommends that final plat approval be granted to <br />Carlsward Subdivision. <br />Clare Z. Poupard, Planner, presented the staff's <br />recommendation for final plat approval. <br />Chairman Bird noted that the plat indicates that the <br />lake encroaches on lots 3-8, and asked if that was a <br />misrepresentation. Mrs. Poupard explained that the lot <br />lines extend into the lake, but the total area was computed <br />to the limits of the lake, rather than into the lake. <br />Community Development Director Bruce King explained <br />that this plat received preliminary approval in 1978, and <br />also an extension. However, when he came on board in June, <br />1982, he found that their preliminary plat approval had <br />expired and advised the applicant that if the plat was <br />submitted in two weeks time, it would be presented before <br />the Board of County Commissioners for final plat approval. <br />Those two weeks have lasted until now.
