program, anything, including salaries,`can come out of those <br />funds for the first year. <br />Commissioner Scurlock believed the City of Vero Beach <br />has wanted a program like this for a long time and <br />Commissioner Wodtke felt it would be beneficial in -obtaining <br />the Spoil Islands if we could indicate to the state that we <br />do have a marine patrol. <br />Air. Thomas agreed and noted that the reason he asked <br />about patrolling the beaches is because we have just bought <br />five million dollars worth of additional beaches. <br />Commissioner Lyons also concurred that such a patrol is <br />needed and could give us notice of squatting activity on the <br />islands as well as littering. He asked if a citation given <br />by the Sheriff could be dealt with by our Code Enforcement <br />Board. <br />Attorney Brandenburg felt it depends on the ordinance <br />that is being cited. He believed littering would be <br />covered, but was not sure about "squatting." <br />Commissioner Lyons noted that the Spoil Islands are <br />zoned Marine Park and believed building structures on the <br />island would be a violation.
