Commissioner Lyons stated that this situation of county <br />residents on the City utility system having to pay special <br />fees for recreation has been bothering him for some time and <br />he would like to get it cleared up. He believed the City <br />has profits and that they put about 2 million in their <br />general fund last year from utilities. He would like to <br />suggest they change that policy so at least when we talk <br />about financing for recreation we are talking about the same <br />dollars. <br />Commissioner Scurlock believed that, as he remembered, <br />approximately 38% of the customer load of the City was in <br />the unincorporated area, and that was quite some time ago. <br />.He felt there is another inequity we must address as well; <br />i.e., the fact that an FP&L customer is paying a franchise <br />tax to our general funds and the person on the City system <br />in the unincorporated area is not paying such a tax. We, <br />therefore, are taxing part of our residents and not others; <br />he felt we must be consistent. Commissioner Scurlock <br />believed the City is getting very good with the numbers game <br />in showing that City taxes are going down, but he did not <br />feel that things are being balanced out in a fair way. <br />Commissioner Lyons emphasized that he is not trying to <br />start a war and hoped it is understood that way. He just <br />felt that it is time to address the facts- He further <br />believed thatourlease with the 16th Street complex <br />specifically calls for non-discriminatory rates. He asked <br />if, the Board would object to the Chairman writing the City <br />and suggesting we form a committee to study these matters <br />jointly. <br />Chairman Bird asked what was envisioned as the makeup <br />of such a committee, and Commissioner Lyons suggested OMB <br />Director Barton and the City Finance Administrator, Tom <br />Nason. <br />� AUG 171983 <br />87 <br />Bou 54 FA079. <br />
