r AUG 171983 <br />d PACE -18 <br />Commissioner Scurlock envisioned the appointment of a <br />sub -committee of the Recreation Committee to pursue <br />recreation in the county and possibly the formation of a <br />special taxing district. He felt these matters are all <br />related. <br />Commissioner Lyons believed that the County Commis- <br />sioners have an obligation to look out for the County <br />residents and pursue a ruling as to whether or not County <br />residents in the unincorporated area should contribute to <br />the general fund of the municipally owned power system or <br />whether there should be separate rates or an equal rate and <br />all profits distributed back to all the customers. <br />Attorney Brandenburg reported that he has written the <br />Secretary of State with respect to our ability to obtain <br />permits for use of our right-of-ways and a franchise. He <br />suggested that we ask the City to supply us with all <br />resolutions for the last ten years transferring funds from <br />the utility to the general fund. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />authorized the Chairman to write the City of <br />Vero Beach as discussed requesting financing <br />information as described by the Attorney. <br />Chairman Bird brought up the possibility of <br />investigating a consolidated county program for recreation, <br />and Commissioner Scurlock offered the services of the <br />Financial Advisory Committee in this regard. <br />REPORT - MENTAL HEALTH BOARD NO. 9 <br />The Board reviewed the following letter prepared by <br />Attorney Brandenburg, in which he summarized.our concerns <br />and circulated it to Martin, St. Lucie and Okeechobee <br />counties for their approval: <br />W <br />
