Keating, ; CP <br />FROM: RS Planning & zoni RE CES: <br />Richard Shearer, AICP tl-tti Wagner Rezoning <br />Principal Planner WORKB <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 7, 1983. <br />DESCRIPTION & CONDITIONS <br />The applicant, Maureen Poole, an agent for Alice, Tom and <br />Theresa Wagner, is requesting to rezone approximately 2.7 acres <br />located one block west of U.S. Highway #1 and north of 143rd <br />Street in Block "B" of Ercildoune Heights Subdivision from C-1, <br />Commercial District, to R-lAA, Single -Family Residential Dis- <br />trict. <br />The applicants propose to sell five lots of record in this <br />subdivision to be developed as single-family housing sites. <br />On July 28, 1983, the Planning and Zoning Commission voted <br />unanimously to recommend approval of this,rezoning request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land use <br />as established in the Land Use Element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The north one-half (approximately) of this property has been <br />developed as single-family housing consisting of two structures. <br />The south one-half (approximately) of the property is. vacant and <br />consists of five (5) platted lots. East of the property there <br />is a bowling -alley, a Chevron service station, and a body shop, <br />all of which front on U.S. Highway 1. The area south of the <br />property is vacant and zoned C-1, Commercial District, and R-1, <br />Single -Family District. To the west of the property there are <br />single-family residences adjacent to the Sebastian River in an <br />area presently zoned R-1. North of the subject property, the <br />area is zoned R-1 and is presently vacant. East -of this vacant <br />property is a motel which fronts on U.S.1. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property as LD -1, <br />Low -Density Residential (maximum of 3 units/acre). The R-lAA <br />zoning district allows 2.6 units per acre. The property is <br />situated between and adjacent to two commercial nodes in the <br />Sebastian/Roseland area. A 70 acre hospital commercial node is <br />located south of the property and a 25 acre tourist commercial <br />node is located to'the north. <br />The five platted <br />do not conform to <br />the minimum size <br />minimum lot size <br />lots on the south part of the subject property <br />R-lAA zoning district regulations governing <br />of lots.
