This gives him considerable concern as it appears that <br />we are simply experimenting with a planning proposition that may <br />or may not work and considerable harm is being done to the owners <br />of property along U.S.I in the meantime. Mr. Bogosian felt that <br />while the concept is viable in certain.areas, it is an impossible <br />situation along U.S.I. He believed that the City of Vero Beach <br />tried to establish the same nodal policy on Route 60 from 43rd <br />Avenue east, and there was so much pressure for commercial <br />property that they could not maintain that concept. Attorney <br />Bogosian believed the same pressure is there on U.S.I. Although <br />the subject property is designated LD -1, he felt it is incon- <br />ceivable anyone would think of developing it for residential, <br />and, therefore, what do you do with it? You certainly cannot <br />sell it for residential. Attorney Bogosian urged the Board to. <br />delve into this matter more carefully and work with the Planning <br />Department to determine if the commercial -node concept is a <br />viable plan of development for U.S.I. <br />Considerable discussion followed as to the fact that the <br />Board earlier today asked staff to take another look at this <br />concept, and it was emphasized that while the Commission does not <br />feel the nodal concept is the perfect answer, they do not want <br />the eyesore of strip commercial along U.S.I from county line to <br />county line. Traffic problems, curb cuts, and service roads were <br />also discussed, as well as the double standard of land being <br />assessed and taxes paid based on commercial usage when that usage <br />is not allowed under the Comprehensive Plan. <br />Attorney Bogosian confirmed that his client is confronted by <br />that very dilemma, and it seems the Property Appraiser's staff <br />are doing their best to evaluate commercial property which falls <br />between two nodes; however, they must take into consideration the <br />84 <br />SER 1983 - _ a.,5 9 <br />
