Pace`` <br />possibility that the node may be expanded, and they do not feel <br />they have enough information to assess the land properly. <br />Planning Manager Keating agreed there is a lot of confusion, <br />but felt that happens when you adopt a plan and then have to go <br />back later and make the zoning conform to it. He stated that the <br />Community Development Department is willing to work with the <br />Property Appraiser if there is any problem assessing the land. <br />Mr. Keating believed whether or not the nodal concept is being <br />used in other places, it is a valid concept to cluster commercial <br />development in certain areas, and the Plan specifically reflects <br />that strip commercial development is viewed as a problem and <br />should be actively discouraged. <br />Planner Shearer reviewed the reasons the Planning & Zoning <br />Commission denied the request: <br />s <br />1) it would detract from the area; <br />2) it would create a domino effect; and <br />3) the commercial node concept should be given a fair try. <br />The Chairman asked if -anyone present wished to be heard. <br />Edward Gustafson, one of the co-owners of the subject <br />property, appeared before the Board and reported that at the <br />meetings the County Commission held to explain the Comprehensive <br />Plan to the public, it was stated that when individual cases came <br />up, they would be given fair consideration. He noted that only <br />this morning he was asked to sign a petition asking that the <br />Comprehensive Plan be changed so that a large company can utilize <br />a parcel of property near I-95 in the Fellsmere area. As to <br />remarks that warehouses will not be allowed on his property, <br />apparently there is some misunderstanding; the property was to <br />have been developed for a retail showroom, and any warehouse <br />which would be on the property would be only to support that and <br />local deliveries. Mr. Gustafson continued that he has just <br />received a notice that the property has been raised in value to <br />$96,000 and the taxes will be doubled. Because of lack of depth <br />on the south side, there is no way it can be developed into <br />85 <br />
